Discover how ExTRA supports the creation and implementation of apprenticeship programs in Southern Virginia
The Institute for Advanced Learning and Research (IALR) understands the value of registered apprenticeships (RAs) in building a skilled workforce. Recognizing the need for employer support in developing and implementing these programs, IALR actively sought solutions.
A 2018 study revealed strong employer interest in RAs in Southern Virginia. However, employers identified a critical need for assistance with program development (technical assistance) and financial support to cover related technical instruction costs. This prompted IALR to secure funding in 2021 to hire an apprenticeship coordinator. The dedication to fostering RAs took a significant step forward in 2022 after receiving the largest education grant from the Tobacco Region Revitalization Commission that year. This grant established the ExTRA (Expanding Talent through Registered Apprenticeship) program. Through the ExTRA program, IALR serves as a state-recognized regional apprenticeship intermediary, providing comprehensive support to employers and other workforce stakeholders across 16 Southern Virginia localities.
To expand registered apprenticeship opportunities in the Southern Virginia region with a primary focus on construction, healthcare, early childhood education, manufacturing, hospitality and information technology industries.
Registered apprenticeship is a high-quality, industry-driven workforce training strategy that combines on-the-job training and classroom instruction to develop highly skilled employees in a particular occupation. What apprentices learn on the job is supplemented by classroom training, providing the theory as to why and how they do things on the job.
The apprentices are paid during their training period and receive compensation increases as they attain certain skills and training milestones. Once the worker completes the required on-the-job training and classroom components (related technical instruction), they obtain a portable nationally recognized credential that demonstrates journey worker-level proficiency. This credential, combined with their practical experience, equips them to train future apprentices, fostering a continuous flow of skilled talent for businesses. The paid on-the-job training element reduces entry barriers for employees and expands the available talent pool for businesses.
